The three terms are used interchangeably in the market. They are not the same thing, and only the third one governs a live decision.
AI governance policy
The written position: which decisions AI may support, which controls apply, who owns the outcome. Necessary, but it does not act at the moment a decision is made.
AI assurance
Testing whether the stated governance actually held — that evidence exists, is current and says what the assertion claims, and that no control was bypassed.
AI decision assurance
Assurance applied per decision, before execution is cleared: authority established from the record, evidence bound to each assertion, gaps declared rather than filled.

Is it governance-compliant?
The applicable policy and control set is identified and tested in the decision path, with unmet requirements named explicitly.
Can execution be cleared?
Open dependencies and exceptions are surfaced. Where the record cannot support the decision, GateKeeper returns insufficient evidence instead of an answer.
