When an autonomous agent is about to act, it submits a request; it does not decide its own outcome. eTOS repository logic governs EGK's final output and overrides agent-generated content. Copilot Studio operates within that architecture, not as the final content authority. Assurance does not replace the authority required to act.

Agent identity and registration
Agents are registered in the eTOS Registry under an approved organisation, with their own credentials and one governed assurance pool.
Per-decision assurance
Each request is assessed on its own terms — authority, evidence, requirements — rather than trusted because the agent is trusted.
Repository-governed outcomes
eTOS repository logic governs EGK's final output and overrides agent-generated content. The returned assurance state remains distinct from the human or organisational authority required to act.
AI agent compliance record
Every completed assurance output carries an execution reference and a retained trail for audit and reporting.
Exactly-once metering
One completed governed output consumes one assurance credit. Blocked or failed executions consume nothing.
Controlled access
EGK is a proprietary, hand-built SaaS platform reached by web and API. A constrained Microsoft Copilot Studio agent operates within its repository-governed architecture; Copilot Studio is not the final content authority.
Guarantees
Three things assurance will never do.
The same guarantees apply to agents as to people. Autonomy does not relax them.
No assumed authority
An agent's credentials do not constitute approval for the action it wants to take.
No invented evidence
Requirements are met by cited, current sources or reported unmet. Fluency is not evidence.
No silent gaps
Where the record cannot support the action, the agent is told so explicitly and no output is charged.
